Vista business oem hp iso

I have a computer that i bought from HP and it was supposed to be downgraded to windows xp pro from the factory but a guy at work didint know and thought vista was still installed. So he installed xp on it and erased the xp that was already on the system and now i have no cd for xp can i get one without buying a new cd key. I have been told since i have Vista business i have XP rights to downgrade from Vista to XP is this true thanks for reading.
