The tuner and TV program works fine with Win7 on a standalone basis and it did work on the Media Center with the last driverupdate - only very badly and slowly - probably due to the MPEG decoder you mentioned.
I'm not really into changing the tuner just now as my country Brazil is in the process of changing to digital TV transmissions. This transition is far from finished but whenever that happens I'll get myself a digital tuner.
